    Climate and southern Africa's water-energy-food nexus

    In southern Africa, the connections between climate and the water-energy-food nexus are strong. Physical and socioeconomic exposure to climate is high in many areas and in crucial economic sectors. Spatial interdependence is also high, driven for example, by the regional extent of many climate anomalies and river basins and aquifers that span national boundaries. There is now strong evidence of the effects of individual climate anomalies, but associations between national rainfall and Gross Domestic Product and crop production remain relatively weak. The majority of climate models project decreases in annual precipitation for southern Africa, typically by as much as 20% by the 2080s. Impact models suggest these changes would propagate into reduced water availability and crop yields. Recognition of spatial and sectoral interdependencies should inform policies, institutions and investments for enhancing water, energy and food security. Three key political and economic instruments could be strengthened for this purpose; the Southern African Development Community, the Southern African Power Pool, and trade of agricultural products amounting to significant transfers of embedded water

    The Performance of SLNR Beamformers in Multi-User MIMO Systems

    YesBeamforming in multi-user MIMO (MU-MIMO) systems is a vital part of modern wireless communication systems. Researchers looking for best operational performance normally optimize the problem and then solve for best weight solutions. The weight optimization problem contains variables in numerator and dominator: this leads to so-called variable coupling, making the problem hard to solve. Formulating the optimization in terms of the signal to leakage and noise ratio (SLNR) helps in decoupling the problem variables. In this paper we study the performance of the SLNR with variable numbers of users and handset antennas. The results show that there is an optimum and the capacity curve is a concave over these two parameters. The performances of two further variations of this method are also considered

    Partial joint processing with efficient backhauling using particle swarm optimization

    In cellular communication systems with frequency reuse factor of one, user terminals (UT) at the cell-edge are prone to intercell interference. Joint processing is one of the coordinated multipoint transmission techniques proposed to mitigate this interference. In the case of centralized joint processing, the channel state information fed back by the users need to be available at the central coordination node for precoding. The precoding weights (with the user data) need to be available at the corresponding base stations to serve the UTs. These increase the backhaul traffic. In this article, partial joint processing (PJP) is considered as a general framework that allows reducing the amount of required feedback. However, it is difficult to achieve a corresponding reduction on the backhaul related to the precoding weights, when a linear zero forcing beamforming technique is used. In this work, particle swarm optimization is proposed as a tool to design the precoding weights under feedback and backhaul constraints related to PJP. The precoder obtained with the objective of weighted interference minimization allows some multiuser interference in the system, and it is shown to improve the sum rate by 66% compared to a conventional zero forcing approach, for those users experiencing low signal to interference plus noise ratio

    Activation of PKR Causes Amyloid ß-Peptide Accumulation via De-Repression of BACE1 Expression

    BACE1 is a key enzyme involved in the production of amyloid ß-peptide (Aß) in Alzheimer's disease (AD) brains. Normally, its expression is constitutively inhibited due to the presence of the 5′untranslated region (5′UTR) in the BACE1 promoter. BACE1 expression is activated by phosphorylation of the eukaryotic initiation factor (eIF)2-alpha, which reverses the inhibitory effect exerted by BACE1 5′UTR. There are four kinases associated with different types of stress that could phosphorylate eIF2-alpha. Here we focus on the double-stranded (ds) RNA-activated protein kinase (PKR). PKR is activated during viral infection, including that of herpes simplex virus type 1 (HSV1), a virus suggested to be implicated in the development of AD, acting when present in brains of carriers of the type 4 allele of the apolipoprotein E gene. HSV1 is a dsDNA virus but it has genes on both strands of the genome, and from these genes complementary RNA molecules are transcribed. These could activate BACE1 expression by the PKR pathway. Here we demonstrate in HSV1-infected neuroblastoma cells, and in peripheral nervous tissue from HSV1-infected mice, that HSV1 activates PKR. Cloning BACE1 5′UTR upstream of a luciferase (luc) gene confirmed its inhibitory effect, which can be prevented by salubrinal, an inhibitor of the eIF2-alpha phosphatase PP1c. Treatment with the dsRNA analog poly (I∶C) mimicked the stimulatory effect exerted by salubrinal over BACE1 translation in the 5′UTR-luc construct and increased Aß production in HEK-APPsw cells. Summarizing, our data suggest that PKR activated in brain by HSV1 could play an important role in the development of AD

    Building capacity for evidence informed decision making in public health: a case study of organizational change

    <p>Abstract</p> <p>Background</p> <p>Core competencies for public health in Canada require proficiency in evidence informed decision making (EIDM). However, decision makers often lack access to information, many workers lack knowledge and skills to conduct systematic literature reviews, and public health settings typically lack infrastructure to support EIDM activities. This research was conducted to explore and describe critical factors and dynamics in the early implementation of one public health unit's strategic initiative to develop capacity to make EIDM standard practice.</p> <p>Methods</p> <p>This qualitative case study was conducted in one public health unit in Ontario, Canada between 2008 and 2010. In-depth information was gathered from two sets of semi-structured interviews and focus groups (n = 27) with 70 members of the health unit, and through a review of 137 documents. Thematic analysis was used to code the key informant and document data.</p> <p>Results</p> <p>The critical factors and dynamics for building EIDM capacity at an organizational level included: clear vision and strong leadership, workforce and skills development, ability to access research (library services), fiscal investments, acquisition and development of technological resources, a knowledge management strategy, effective communication, a receptive organizational culture, and a focus on change management.</p> <p>Conclusion</p> <p>With leadership, planning, commitment and substantial investments, a public health department has made significant progress, within the first two years of a 10-year initiative, towards achieving its goal of becoming an evidence informed decision making organization.</p
